Simulcast satellite base station is receiving packets that cannot fit into the transmit buffer. The alarm can be raised due to one of the two reasons: packets arriving too late or too early. See nwQosUnderflowCount and nwQosOverflowCount for the events that cause the alarm condition. Most likely causes for packets being late are jitter, delay and configuration errors. Most likely cause for packets being too early is preemption. Use SNMP monitoring tools and base station's WUI (Monitoring->Interfaces->Channel Group) to identify the cause. Refer to logs, if the event has happened too far in the past. The alarm is asserted when rate of non-transmitted packets exceeds 1 percent. Range: unavailable(0), cleared(1), raised(2), disabled(3)
